Dearest Gentle Reader,
There is no scandal brewing in the new codes adopted for our town. They are mundane and unworthy of the melodrama some would ascribe. Fear not, dear reader. These rules to shape our surroundings were written by this season’s true diamonds. Each and every volunteer, bright, determined and worthy of our sincerest thanks.
All Bridgerton references aside, the Harbor Springs City Council adopted a new zoning code on May 20, 2024, the first major overhaul since 1976. The code includes several un-scandalous changes, including:
• Reducing zoning districts: The code reduces the number of zoning districts from 17 to nine.
• Accessory dwelling units: The code allows duplexes and accessory dwelling units (ADUs) to be built with administrative review (this was by right, without special approval, but it was changed after public input). The term "guest quarters" is also changed to "ADUs" to make the code more up-to-date.
• Height restrictions: The code did not change height restrictions. Buildings in Harbor Springs still can be a maximum of 35 feet tall.
• Second floor residential: The code allows second floor residential housing in the Central Business District without sacrificing the downtown's character.
• Lot coverage: The code caps lot coverage at 40% in new residential zoning districts.
• Streamlined process: The code gives the city planner more options to assess, rather than requiring people to attend a meeting with the zoning board for approval.
• Modern updates for searchability, ease of use and digital best practices to assist residents navigate the code’s requirements.
